UNILATERAL DECLARATION BY THE UNITED KINGDOM IN THE JOINT
COMMITTEE
The United Kingdom notes Northern Ireland’s place in the United Kingdom’s
customs territory, the need to protect the Belfast (Good Friday) Agreement in all its
dimensions, and its commitment to unfettered access for Northern Ireland
businesses to the whole of the UK market.
In respect of goods moving from Northern Ireland to other parts of the United
Kingdom’s internal market, the United Kingdom may give effect to Article 263(1) and
Article 269(1) of Regulation (EU) No 952/2013 by deeming a pre-departure and/or
export declaration to have been made where equivalence regarding the content and
timeliness of information provided to the competent customs authorities of the
United Kingdom is ensured by other means and by using appropriate electronic
data-processing techniques. The United Kingdom will ensure that information
relating to the implementation of the preceding sentence will be made available to
the Union representatives referred to in {draft Decision of the Withdrawal Agreement
Joint Committee on arrangements under Article 12(2) of the Protocol}.
In this regard, the United Kingdom confirms its intention that standard export
procedures will apply where goods:
1. are placed under a procedure listed in Article 210 of Regulation (EU) No
952/2013,
2. are in temporary storage in accordance with Article 144 of that Regulation,
3. are subject to provisions of Union law falling within the second sentence of
Article 6(1) of the Protocol which prohibit or restrict the exportation of goods,
4. are placed under the export procedure within the Union, or
5. do not exceed EUR 3000 in value and are packed or loaded for export
shipment within the Union.

The European Union takes note of the United Kingdom’s declaration setting out the
practice it intends to put in place as regards the movement of goods from Northern
Ireland to Great Britain.
