Libraries

The Libraries Act Northern Ireland provides for the establishment of a Library Authority to deliver public library services for Northern Ireland. It combines the Library Services formerly provided by the five Education and Library Boards, creating a unified library service.

The Library Authority assumes responsibility for the public library service in Northern Ireland. The Authority is required to provide a comprehensive and efficient public library service for persons living, working, and studying in Northern Ireland. The specific functions and objectives of the Authority are outlined. Library Authorities may maintain collections of materials relevant to the cultural heritage of Northern Ireland, and a library service may be provided to visitors.

The Authority possesses standard powers granted to public bodies. The Authorities may undertake commercial activities, including carrying out work for any other entity, supplying goods and services, and developing and exploiting ideas or intellectual property. Departmental approval is required for these activities.

The authority may, with the approval of the Department, acquire, hold, and dispose of land for the purpose of its functions.

The principle of a free public lending library and free access to materials is maintained. The Authority is empowered to make charges for some services or the use of its premises. These charges are detailed in a scheme that requires approval by the Department.

The Authority may make bylaws regarding the use of library facilities. Its officers may remove persons from library premises who are in contravention of these bylaws. Contravention of the bylaws is an offence that may be subject to summary conviction.

The Department may provide grants to individuals, including private libraries other than the Authority, for the provision of certain library services. These grants may be subject to terms and conditions, and funding may be withheld in case of non-compliance with grant conditions.

The Department may issue both general and specific directions to the Library Authority.
